Acest criteriu rates the OVERALL seniority indicator (highest level reached on any rated industry/job-domain item). Per-item levels are returned by the industries și job-domains dimension scorers.

`match_strength` should be 1.0 ONLY for the SINGLE highest level achieved. Lower levels should be 0.0 even if also present in history (we report the apex, not the floor).
